By Presidential Decree of February 12, 2009
(Decree 2009-030/PRE) article1 states:

"" Without prejudice to the controls provided for by the regulations in force, it is instituted a control of services in matters of safety and protection of ships and crews which are provided or offered by various operators from the territory of the Republic of Djibouti to operate in international waters (Red Sea-Indian Ocean Gulf of Aden.)""

With regard to approval, article 2 states:

"Before commencing operations on national territory, providers of maritime security and protection services must obtain approval and, for various operations involving security or safety, the authorizations required by national regulations."

Article 3 details the operations concerned:

"This decree applies in particular to the following operations:
control and authorization of temporary transit of weapons on national territory ;
escorting naval forces personnel, judicial police officers and national maritime police to the limit of territorial waters;
provision of boats or launches
temporary visas ;
maritime escort service ;
control of communication systems ;
authorizations for the rental or storage of armaments.

Provision of boats or speedboats;

Maritime escort service;
Control of the communication systems;
Permits for rental or storage of weapons.»

Article 4 defines D.M.S.S.'s field of competence:

" " Requests for approvals and authorizations for the operations provided for in articles 2 and 3 shall be made to the supervisory body, the Presidency of the Republic, and after obtaining the opinion of the "Djibouti Maritime Security Services" Company, which alone is authorized to receive, examine and register applications for approvals. "
